He is a Certified Property Manager through the Institute of Real Estate Management and CRE designated by the Counselors of Real Estate. Harris has been personally involved in the management of more than 50,000 multi-family units and 25 million square feet of office building, industrial and shopping center space throughout the country. He has worked with real estate investment trusts, insurance companies, pension funds, banks, savings and loans, developers, government agencies, and corporate and individual investors.

In 1979 Harris became a member of the Institute of Real Estate Management’s Academy of Authors by publishing numerous articles regarding the commercial real estate industry. He has written a wide range of articles for The Journal of Property Management, Affordable Housing Finance Magazine, Apartment Finance Today, Scotsmen Guide, Real Estate Issues, and a number of other publications. Tim Quigley joined the Cohen-Esrey team in 1998 as a commercial real estate agent specializing in landlord and tenant representation for office leasing transactions. He also developed an expertise for handling property dispositions in the Kansas City Metropolitan area for several national companies. After nine years of commercial brokerage work, Quigley then pursued the very specialized field of developing affordable housing using Section 42 Low Income Housing Tax Credits (LIHTC) for funding.

Quigley has become a developer of affordable housing needs in small towns and rural communities in Kansas. He has leveraged his abilities as a developer with his experience as a commercial real estate broker.

He specializes in the renovation of historic structures for adaptive reuse as affordable housing. His responsibilities include identifying development opportunities, managing the development process from property acquisition, through construction, and finally to the stabilized lease-up of the property. Quigley also manages the required preservation and historic rehabilitation, interacting with the respective governmental agencies responsible for awarding federal and state historic tax credits. The historic tax credits, coupled with LIHTC are the principal sources of funding for these developments.

Quigley is a Certified Public Accountant and Certified Commercial Investment Member (CCIM) through the CCIM Institute.

Quigley quotes:
Moving from commercial brokerage to real estate development was a natural progression from me. Apart from affordable housing development being the way I make a living now, I am always amazed at all the appreciation we receive from local communities in which we have developed housing. It is a testament to the great need for quality housing across rural America. I enjoy the challenge of working with local city officials, governmental agencies, property owners, construction lenders and investors in putting together a successful project.
